The competition design serves as a concept for building the new town hall of St. Petersburg in connection with a new administrative and business complex in the historical centre of the city. The site mainly adjoins residential buildings dating from the late nineteenth century to the mid twentieth century. What makes the project unique is the plan to combine the institutions of the executing power as well as office blocks, administrative-, business- and services centres in one building complex. The administrative building of the municipal government of St. Petersburg commands a distinguished position in the eastern part of the site, with the main façade along Novgorodskaja Street. The dominating position of the administrative building is highlighted by the lens-like dome over the main part of the building and dominates the area with a characteristic and recognisable detail. The administrative building is given a double glass façade, which ensures a pleasant atmosphere in the interior and also sound insulation. The elegant, high pillars consist of white polished artificial stone. The business centres have perforated façades clad with natural stone, thus assuming a typical element of the historical buildings of St. Petersburg.
